CWB Multirisk assessment Mali

Multi-risk assessment (climate and security) on the livelihoods of populations in Mali

In Mali, as in the rest of the Sahel, the main factors contributing to food insecurity and malnutrition are multi-hazard factors, namely, civil insecurity (resulting from conflicts over access to natural resources and socio-political conflicts) and climatic shocks (increasingly frequent and severe). These factors, in addition to affecting human lives and causing displacement and mass migration, have a direct impact on the livelihoods of the majority of the population who remain dependent on subsistence production.
Vulnerable communities face a double threat: 1) increased insecurity and 2) more frequent, severe and unpredictable weather events. This leads to a loss of production (agriculture and livestock) and income, and therefore a decrease in access to basic needs for the most vulnerable households; making them more dependent on aid. Escalating displacement, to disaster-prone areas, increases the pressure on (and overexploitation of) already weakened natural resources. The need to protect livelihoods and rehabilitate lost ones is a touchstone for building resilience in the most vulnerable households.
Within the framework of the Pilot Programmatic Partnership (PPP), the Malian Red Cross (MRC) in coordination with the International Federation of Red Cross and Red Crescent Societies (IFRC), the Danish Red Cross, the Spanish Red Cross, and the Luxembourg Red Cross will strive to provide an effective and responsive local response to communities in need, while consistently increasing the reach, quality and impact of the services provided.
Assessment (at community and regional level) of the impact of climate and security risks on livelihoods and identification of adaptation measures is one of the key sub-activities and aims to identify the main challenges in terms of the impact of these risks and strategies/actions to protect their livelihoods.

Workshop Report: Experiences in Livelihoods adapted to Climate and Security Risks, Mali RC

In Mali, as in the rest of the Sahel, the main factors contributing to food insecurity and malnutrition are multi-hazard factors, namely, civil insecurity (resulting from conflicts over access to natural resources and socio-political conflicts) and climate shocks (increasingly frequent and severe). These factors, in addition to affecting human lives and causing massive displacement and migration, have a direct impact on the livelihoods of the majority of the population, who remain dependent on subsistence production.

Faced with this situation, it is necessary to strengthen, through holistic emergency actions, the populations most affected by this multifaceted crisis, and those most vulnerable who are suffering the aftermath. To this end, the ECHO Programmatic Pilot Partnership (ECHO PPP) is an opportunity to integrate the nexus approach, with actions to increase the resilience and enhance the dignity of populations affected by these crises (including displaced persons and host communities); as well as disaster preparedness capacities.

The internal workshop "Assessment and sharing of existing experiences within the MRC in the field of resilient livelihoods in the face of climate and security risks" is one of the sub-activities.
