Beginnings
The participation of the Red Cross and Red Crescent National Societies and the International Federation (IFRC) in livelihoods programming in emergency response, recovery, rehabilitation and development has been universally recognised.
In 2007, the IFRC Governing Board welcomed the initiative of the Spanish Red Cross (SRC) to develop, with the Federation Secretariat, a comprehensive approach for livelihoods programming. In 2009, at the same time that the 2020 IFRC Strategy was approved, a programme hosted by the SRC, and financed by the Accenture Foundation for the first five years, began with the aim of establishing the IFRC Livelihoods Resource Centre.
On the 25 of November 2010, the IFRC Centre was officially established through an agreement signed between the SRC and IFRC. The Centre is based at the SRC headquarters in Madrid, Spain.

Mission
The Mission of the Centre is to assist IFRC members in increasing awareness and use of effective livelihoods programming strategies to enhance community capacity and individuals' skills and practices, which will restore and maintain sustainable livelihoods and economically-secure living conditions.

The position paper "The future of livelihoods - 2030" released by LRC and IFRC in 2019, summarizes the main trends in Livelihoods Programming in the RC Movement for the coming years.

What we do
The Livelihoods Resource Center is a Global Reference Center of the International Federation of Red Cross and Red Crescent hosted by the Spanish Red Cross. Its mission is to promote livelihood programming through the collection and dissemination of resources and good practices, technical support and training to strengthen the capacities of IFRC National Societies and other interested organizations.

Structure
This Centre of the International Federation of Red Cross and Red Crescent Societies, hosted by Spanish Red Cross and based in Madrid. The Livelihoods Resource Centre is governed by a Steering Committee consisting of two members of the International Federation of Red Cross, and two members of the Spanish Red Cross responsible for the policy and the overview of the management of the Centre. Additionally, the Steering Committee may be further advised on a permanent or ad hoc basis by external experts, National Societies representatives and donors through an advisory group.
The management of the Centre is outlined in an agreement between the International Federation and the Spanish Red Cross. The Spanish Red Cross shall be responsible for the recruitment and management of the Centre's staff, as agreed in the Resource Centre's functional programme, work plan and budget. The agreement aims at creating a well-managed Federation resource Centre in livelihoods programmes, which is able to effectively deliver high quality services to all interested National Societies and other stakeholders.
