Guidelines for Cash Transfer Programming

Building on the broad range of cash experiences within the Red Cross Red Crescent Movement and in the humanitarian sector, these guidelines provide practical, step-by-step support to the design and implementation of cash programmes. They are to be used by field practitioners (generalists, specialists, programme managers, etc.) operating at national or international level or based in headquarters, the field or a branch office.

The guidelines cover all aspects of the programme cycle (assessment, design, implementation, monitoring, and evaluation. The main objectives are help deciding whether a cash programme is an appropriate response and second, if a cash transfer is deemed appropriate. They can be used following a rapid assessment and also to support programmes at any point of the disaster cycle - disaster risk reduction, preparedness, response or recovery - or in a situation of conflict or political instability. The guidelines will be used alongside other existing guidelines which are referred to in the relevant chapters.

The guidelines are divided into three sections:

  • Section A: Implementing cash programmes.
  • Section B: The Guidance sheet, step-by-step guidance on particular forms of cash transfers ( unconditional cash transfers, cash transfer for support to livelihoods, voucher transfers, cash-for-work programmes, seed voucher fairs, and cash transfers in social assistance programmes.
  • Section C: Practical tools designed to assist the programme design and implementation in areas which require specific technical guidance.
