What does this initiative consist of?

The technical team has pre-identified a web-based technology solution from a software provider. This solution is focused on volunteer data management for National Societies that may be interested in this type of product. The purpose is to transfer this software in a way that involves as little risk as possible for the National Society that has an interest in this solution. For this reason, the deployment of the transfer will be carried out in phases, starting with a first phase focused on a test deployment in a National Society. This test will serve as experience for future expansions of the project in other National Societies.

What are the main features of the identified software?

Open software: the identified software company works with open software environments and tools, based on the CiviCRM software package, specialised in Non-Governmental Organisations.
Proprietary software: this solution does not involve regular licensing fees and will be owned and licensed by the Spanish Red Cross to interested National Societies.
Online software: A software package has been identified in which the National Society's users can access via the web with a username and password. The package takes into account the fact that in some contexts internet access is limited or non-existent. In such cases, the software will have an extension that will allow, if data is entered offline, the data to be stored locally until the computer that captured the data can connect to the internet and the data is uploaded to the server.
Support for a period of 3 years: the software developer, through the Spanish Red Cross, will provide support and technical support for possible corrections, updates and upgrades for a period of three years.
Multilingual: the software will be available in French, English, Arabic, Russian and Spanish. In addition, it is easily adaptable and configurable for use in languages other than those specified above. Adaptation to languages other than those indicated will be assessed on a case-by-case basis, within the framework of the support provided by the Spanish Red Cross.
Hosting and data storage: When considering hosting options, we considered the option of data being stored on the Spanish Red Cross servers. The Spanish Red Cross server architecture complies with European data protection regulations and has high standards of security and reliability. However, National Societies with data hosting possibilities on their servers will be considered. The developer company will make explicit the requirements that are necessary for the storage of data on the National Society's servers.

What should you consider if your National Society is interested in taking part in this initiative?

People dedicated to the deployment: The deployment of the software in a National Society will involve a considerable amount of time from the National Society's area with responsibilities for volunteering and the information systems area (if any), both at the headquarters level and at the intermediate layers. This time should be dedicated:

  1. To attend training processes for the use of the tool organised by the Spanish Red Cross.

  2. To the deployment of the software system in the National Society.

  3. To carry out training on the use of this system for the entire volunteer structure of the National Society, both at headquarters, regional and local levels.

  4. To the adaptation or creation of volunteer management processes linked to the software.

  5. Coordination with the National Society's information systems staff.

  6. Routine management of maintenance tasks, such as adding/ removing new users, resetting passwords, identifying problems with data and reporting bugs in the software.

  7. Establishment and deployment of uniform volunteer management standards at all layers of the National Society (recruitment, selection, reception/entry, registration of activity and deregistration of volunteers).

Digitisation and connectivity: The deployment of a volunteer data management system requires that the person(s) with responsibility for volunteering in the National Society at headquarters level have computers connected to the internet. The same would apply to persons with responsibilities for volunteer management and volunteer data capture at other intermediate layers of the National Society.

What should you do if your National Society is interested in taking part in this software transfer initiative?

If you are interested in your National Society being eligible to participate in the software deployment test, the technical team has designed the following process:

  1. The National Society must communicate its interest in taking part in this initiative. The email should be sent to Ferran Cobertera. It is essential that the person responsible for volunteering in the National Society concerned who contacts the Spanish Red Cross has previously checked this interest with its senior management.

  2. A meeting will be scheduled between the National Society's volunteer manager and the volunteer data management technical team. The purpose of this meeting is to ensure that the National Society's volunteer manager has all relevant information on this initiative.

  3. A terms of reference document or agreement will be signed, outlining the responsibilities of the eligible National Society and the Spanish Red Cross.

  4. Start of test deployment.
